For big publishers, e-publishing sales aren't profitable enough - yet - to warrant hiring enough staff to put all the books they have e-rights to into downloadable format. It's getting better, but it's going to take time before all the older books (what they call "backlist") are available e-wise. The newer titles are done automatically (at least that's true when it comes to Greg's US publisher, Bantam) so that's why you can find those on sale.
Greg might have a different perspective on the situation but that's mine :). The better the e-readers become, the more people will use them, the better the sales, the more inclined publishers will be to invest in the inventory. Seems logical, but I can sure understand e-readers frustration over the wait.
