My first inclination would be to suggest the team of Modesty Blaise and Willie Garvin from Peter O'Donnell's novels. Alternately, Arsene Lupin in some of Maurice Leblanc's better tales might qualify, although it's been years since I've read a Lupin tale. Lupin III, from the Hayao Miyazaki film "Cagliostro Castle," would definitely fit the bill.
