Hi, Maggie. There's a simple difference between the two awards. The Nebula Award winners are voted on by the members of the Science Fiction Writers of America. The Hugo Awards are voted on by members (attending or supporting) of that year's World Science Fiction convention. This means the voter base consists of both science fiction writers and science fiction fans.
As you might guess, what may be popular with the fans may not necessarily be the most interesting work which came out that year. For instance, Kelly Link's "Magic For Beginners" didn't take the Best Hugo Novella award even though it was magically written. On the other hand, I couldn't argue with the victory of "Two Hearts," Peter S. Beagle's sequel to "The Last Unicorn." Its narrator was a militant little girl whom Greg would have loved, and it also tossed in a couple of heartbreaking moments.
