Fistful of Rain - you have to love the book, just because the title is based on a Warren Zevon song. Beyond that it's pulse-pounding and un-put-downable.
Many authors with recurring characters tend to get Story driven (Clive Cussler) vs character driven - or of course striking that perfect balance of both that Rucka does.
I would offer Michael Connelly - the Harry Bosch novels or any of the standalones novels, especially Void Moon or The Poet. He has developed a Connelly-verse where characters from unrelated books, just happen to subtly show up. Each book (Harry Bosch series) evolves the character and their background and personal trials.
Second would be Jeffrey Deaver, while the Lincoln Rhymes series has turned into story driven, the villains and situation are severe, the dialogue intense and there's ALWAYS a surprise you don't see coming (or two). Another facet with the non-series books is that he take different "occupations" and creates elaborate stories that leave you white knuckled. Blue Nowhere (hacker), Devil's Teardrop (forensic caligraphy), Maiden's Grave (hostage negotiator), etc Interesting, educational, and intense.
Last & different is F Paul Wilson's "Repairman Jack" series. Blends an Average Joe street 'fixer' of problems that no one else would touch, with other elements akin to Horror. Kinda Night Stalker done right, with dialogue that flows smoothly, and characters that you will love and that are multi-dimensional. Yeah sounds odd - but really great stuff.
Trust me. Read one of them and you'll be hooked. Start at the beginning with "The Tomb"
