Question about using “police” as a singular noun.

Every now and then I hear the word "police" used as a singular noun ("a police was shot." or "she was a good police."), mostly on cop shows (Greg Rucka used it in No Man’s Land, and I saw it again on an episode of The Wire recently). Anyone know when this started? Or what the logic behind it is?
