I don't know where it first started but I first heard it when I read Homicide: A Year on the Killing Streets by David Simon. The book was published in 1991 and follows a real life shift in Baltimore City Homicide for 1 year. Many of the cops in that book use police as a singular noun, so I assume it is an actual thing cops do. As far as Greg Rucka's use of it, after reading Gotham Central, I get the feeling he is a fan of the book, or at least the spin-off TV show Homicide: Life on the Street; simply based on a few things used in the book/show were also used in GC (like the white board showing all solved and unsolved murders).
