Question about Smoker (light spoilers)

I just finished reading Smoker and I was hoping someone with some legal expertise (or perhaps Mr. Rucka himself) could answer a question for me. Why exactly did Pugh's depositions have to take place in Manhattan? Throughout the novel I kept wondering why the lawyers and the judge didn't just come up to the secure house.

Although regardless of that it was an excellent read. Since it has been awhile since I have read any Queen and Country I decided to check out Atticus for my Greg Rucka fix, and I have to say so far they have been really good. In a little over two weeks I have burned through Keeper, Finder and Smoker (and I am typically a slow reader).

The one thing these books really remind me of is the early Stan Lee issues of Amazing Spider-Man. In reading both I would often find that I am so interested in the characters that I care more about what is going on in their personal lives than Spider-Man and his enemies or Atticus and the person he is trying to protect. I like the action stories but I keep finding myself reading another chapter because I want to know what is going on with Atticus and Bridget, or Erika, or Dale.
